SABER認證簡介
SABER是英文Saudi Arabian Standards Organization的縮寫 ，即沙特阿拉伯標準組織。SABER負責為所有的日用品及產品制定國家標準，標準中還涉及度量制度、標識等。沙特阿拉伯工業及商務部及SABER要求所有SABER認證標準包含的產品在進入沙特海關時有SABER認證證書。沒有SABER證書的產品會被沙特港口海關拒絕入境。
-Starting from January 2020, it’s not allow to issue a CoC and all requests must be applied through SABER platform.
-Starting from January 2020 the Barcode will be mandatory on the products and will require to declare the barcode in the shipment request details to proceed further.
-The barcode can be on the outer/external package for the small parts of the items. The Barcode is required for each model. The Barcode can be provided by the manufacturer/importer.

沙特阿拉伯標準組織 SABER（Saudi Standards, Metrology and Quality Organization）發出了最新通知，要求將海關編碼（HS CODE）為4804和4805的紙制品納入“沙特產品安全計劃”SALEEM的管控范圍內，此類產品在沙特海關清關時需隨附一張產品符合性證書 CoC (Certificate of Conformity) 。
聲明：SCOC裝運證明只在清關時使用一次，必須在裝運日期前15天內簽發，以避免任何影響清關的障礙

沙特關于條形碼的通知
接沙特標準局通知，自2O20年1月1日起，所有進口沙特市場的產品在包裝上必須顯示條形碼，條形碼由13位數字組成。條形碼可印刷在外箱上，或打印成貼紙貼在外箱上。條形碼編制規則由工廠自定，可按產品型號或按系列產品永編制，即同系列產品不同型號可共用一個條形碼。條形碼要求可被掃描出來13位數字。從2O20年1月1日起，出貨時提供的箱單發票必須顯示條形碼，并且發票必須蓋章，請大家注意。
From January 1,2020,all products imported into the Saudi market will be required to display a bar code,which consists of 13 digits,on their packaging,according to the Saudi standards bureau. Bar code can be printed on the outer bx, orprinted as a stickeron the outer box.
The barcode compilation rules are determined by thefactory and can becompiled according to the product model orthe series of products thatis different models of the same series of products can share one bar code. Bar codes require 13 digits to be scanned. From January 1, 2020, the packing list invoice provided when shipmentsmust show bar code and the invoice must be stamped, please note.
SABER產品范圍
第一類：玩具；
第二類：電器和電子產品；
第三類：汽車產品；
第四類：化工產品；
第五類：其他產品（共10種產品范圍）。
下面產品不屬于消費類產品：醫療儀器；醫療產品；食品；軍用產品。
ICCP計劃（國際符合性認證計劃）
目前中東市場已成為中國對外貿易的重要區域，越來越多的中國出口企業將產品銷往沙特阿拉伯，科威特，阿聯酋等國家。如果您目前正計劃將進的電器產品打入這些國家，那么國際符合性認證計劃就是您所亟需了解和認識的。國際符合性認證計劃是沙特阿拉伯標準局SABER(The Saudi Arabian Standards Organization );與商業部于1995年共同制定了國際符合性驗證辦法(ICCP)，規定進口貨物必須符合 符合性評定，裝船前驗貨及認證的綜合計劃，以保證進口的商品出運前能全面符合沙特的產品標準。而從2003年3月17日起，科威特的工業管理局（PAI）也開始實施ICCP計劃，大部分的家用電器，音像產品和照明產品都在ICCP的范圍之內另外，阿聯酋亦于2003年5月31日起開始執行ICCP計劃。
沙特阿拉伯SABER ICCP計劃
這個計劃的兩個基本要素是：
1）所有規定產品必須符合沙特阿拉伯國家技術條規或相關的國際標準；
2）每出口一批規定產品，必須隨貨持有ICCP證書（CC），以便清關。抵達進口國入境口岸時無CC證書的規定類貨物可能被拒收，或要求抽樣測試。若不符合進口國要求則會被責令退回發貨港，以致造成出口商或制造商不必要的延誤和損失。
SABER對電子電器產品的主要要求：
1.沙特標準是基于國際電工委員會的IEC標準，并增加國家差異而定的；
2.額定電壓為 AC 127V 或 220V/60Hz，頻率60Hz；
3.沙特阿拉伯處于熱帶地區，產品設計應適合熱帶氣候使用沙特阿拉伯的；
4. EMC 強制要求，2003 年 10 月 1 日起 ,對銷往沙特阿拉伯的電子電器產品 開始強制電磁兼容（EMC）的要求；
5.插頭需要符合SSA444&443標準，值得注意的是所有插頭的出針都是扁針，從2002年11月9日開始，所有的出貨產品原則上不得再單獨使圓針的VDE插頭出貨；
6.根據沙特標準KSA1278&1279中的要求，測試的環境溫度要根據熱帶氣候條件進行，例如溫升測試，濕度得失等都會有所影響；
7.根據KSA380要求，帶有收音功能的音響產品，頻率范圍也是被要求檢測的項目。其中包括長波，中波，短波和超波都有不同的范圍要求；
8.在標簽的內容方面，所有產品必須注明原產地過的全稱，帶有收音功能的音響產品還要把收音頻率范圍標注在銘牌或產品外觀的顯眼處。燈飾產品需要標注環境溫度（TA），另有些產品是則被要求標注熱帶標志（T）。
COC證書獲得的三種途徑
ICCP計劃為出口商或制造商獲得CoC證書提供了三種途徑，客戶可根據自己產品的性質，符合標準的程度，以及出貨的頻繁程度選擇最適宜的方式。CoC證書由SABER授權的SABER Country Office(SCO)或由PAI授權的PAI Country Office(PCO)辦理簽發。
途徑1：裝船前達標驗證
此方式最適于發貨非常少的出口商或制造商。每次出貨前需申請裝船前的驗貨 （PSI）以及裝船前的測試（PST）。兩者都合格了就可獲得CoC證書。
途徑2：登記及裝船前驗貨
此方式適于絕大數客戶，它的優勢在于每次的裝船驗貨（PSI）雖然是必須的，但每批貨無須再作裝船前測試（PST）。客戶通過提交達標申明，并提供符合進口國及相關國際或國內標準的測試報告，并申明產品已滿足進口國的基本要求和國家差異，就可獲得登記資格證書Statement for Registration (SfR)。
途徑3：形式認可證
這種方式既能節省每次出貨前的驗貨費或測試費，簡化重復的申請程序，又能保證交貨時間，故為一部分出貨較頻繁或規模較大，注重質量及信譽的大公司所青睞。出口商或制造商的產品只有完全符合進出口國強制標準才能獲得Statement for Licence(SfL)證書。該證書有效期為一年，到期前需提交更新廠檢報告及繳納年費并經RLC審核后即可續期。獲得SfL證書的產品不再需要每批貨都作發貨前驗貨（PSI），而減為一年為數極少的幾次抽驗（一般2-3次/年，根據產品狀況而定）。
SABER認證的主要程序
生產商獲取SABER認證，向沙特出口產品，需要以下幾個步驟：
1.向咨詢公司提出申請， 咨詢公司根據產品類別，依照SABER的要求，向企業告知產品認證程序；
2.企業依照認證程序提交產品樣品進行檢測，有些產品（如部分機動車及配件產品等）需要進行工廠檢查；
3.經產品檢測合格后，企業獲得SABER認證證書；如產品經檢測不合格，企業將得到一份詳細的說明報告；
4.產品向沙特出口，貨物入關時要出具SABER認證證書，沙特阿拉伯標準組織的技術人員將對證書進行檢查；如不能出具SABER證書，產品將會被拒絕入境或抽樣到沙特阿拉伯工業及商務部或沙特阿拉伯標準組織的實驗室進行檢測，如檢測不合格，產品將會被拒絕入境， 一切費用由出口企業承擔。
化妝品SABER認證測試標準如下：
1.牙膏，用SABER801和SABER802標準；
2.洗發水，用SABER724和SABER725標準；
3.香皂，用SABER493標準；
4.護膚霜，用SABER1513標準；
5.發乳，用SABER1515標準；
6.護發油，用SABER1788和SABER1789標準；
7.唇膏，用SABER1871和SABER1872標準；
8.指甲油，用SABER2186和2193標準；
9.爽身粉，用SABER1750和SABER1751標準；
10.指甲花，用SABER2823和SABER2824標準；
11.除臭劑，用SABER1794和SABER1795標準；
12.剃須膏，用SABER1387和SABER1388標準；
13.洗手液，用SABER2614和SABER2615標準。
